The push towards achieving net zero emissions is leading to a chaotic surge in applications for battery energy storage systems (BESS) across Wales, sparking safety concerns among local communities and officials. Llyr Gruffydd, chairman of the Senedd’s climate change committee, highlighted the potential dangers of these speculative developments, suggesting they have resulted in a ‘wild west’ of unchecked proposals. With 87 BESS applications currently under review, the safety implications are amplified by past incidents of serious fires at such sites, including notable occurrences in Liverpool and California.
Battery energy storage systems, typically utilizing lithium-ion technology, are designed to store excess energy generated from renewable sources and redistribute it when demand increases. Despite operating under a regulatory framework intended to ensure safety, the rapid influx of these applications is raising eyebrows, especially in communities near proposed sites. Residents in Cefn Rhigos, for instance, have expressed concerns over a large project planned merely a few hundred meters from their homes, fearing the potential hazards, particularly in the unlikely event of a fire.
Prof. Kathryn Toghill, a sustainable energy expert, acknowledged the risks associated with BESS but urged for the exploration of alternative technologies, citing the UK’s reliance on global supply chains for lithium-ion battery materials as a significant energy security risk. Gruffydd emphasized the need for a cohesive national battery storage strategy to manage these developments properly and safeguard communities. While the Welsh government maintains that BESS will play a crucial role in enhancing energy network security and facilitating the adoption of renewable energy, the call for better management and planning in these applications remains a pressing issue amid growing public concern.
