A groundbreaking initiative to establish a low-carbon heating network in Oxford has received a significant boost with a £21 million allocation from the government’s Green Network Fund. This ambitious project, spearheaded by energy company 1Energy, plans to lay approximately 20 kilometers (12 miles) of piping intended to deliver sustainable heating to the city by the year 2030.
Anna Railton, the cabinet member for zero carbon initiatives at Oxford City Council, expressed her excitement over the funding, highlighting the crucial role that such heat networks play in addressing the city’s carbon output, which is largely attributed to its buildings. Railton reaffirmed the objective to transform Oxford into a net zero carbon city by 2040, underscoring the network’s importance in achieving these climate goals.
1Energy’s project manager, Dan Goodchild, provided insight into the operation of the network, noting that between 70% and 80% of the heating would derive from low-carbon sources, including air source heat pumps, water source heat pumps, and heat generated from data centers. However, he acknowledged that gas may still be utilized for backup purposes during extreme cold spells or when maintenance on the heat pumps is necessary.
Nick Eyre, chair of the Zero Carbon Oxfordshire Partnership and a professor emeritus of energy and climate policy at the University of Oxford, remarked on the appropriate use of government resources, stating the relevance of such heat networks in reducing carbon emissions in densely populated urban areas. He pointed out that due to Oxford’s older heritage buildings, which pose unique challenges for decarbonization, this project is particularly vital.
The concept of heat networks is not entirely new for the area; a smaller-scale scheme has been operational since 2017, linking the John Radcliffe and Churchill hospitals with a 1.6-mile (2.2 km) pipeline. This initiative has proven beneficial for both hospitals and demonstrates the potential for wider application across Oxford.
Trevor Payne, director of estates at the University of Oxford, highlighted that this broader heat network could significantly aid the university in reaching its goal of net zero carbon emissions by 2035. Similarly, Jerry Woods, director of estates and campus services at Oxford Brookes University, emphasized the project’s role in supporting the university’s sustainability objectives while contributing to the city’s overarching aim of achieving net zero status by 2040. Both institutions recognize the collaborative advantage of developing a communal heat network, which may lead to more efficient and cost-effective energy solutions.
As the project unfolds, further details will emerge alongside the planning application set to be submitted within the next six to nine months.
