Residents near renewable energy projects might soon be enjoying discounted electricity bills thanks to a pioneering initiative from the Northern Ireland Executive, known as the Renewable Energy Price Guarantee (REPG) scheme. This transformative plan aims to foster investment in renewable sources such as wind, solar, and energy storage to fulfill the ambitious target of generating 80% of energy through renewables by 2030.
The Economy Minister, Caoimhe Archibald, emphasized that this scheme is not just about reducing household bills but also ensuring that local communities reap the rewards of the shift towards a greener economy. The Department for the Economy’s detailed plan acknowledges that achieving the 2030 goal heavily relies on developing a strong pipeline of renewable projects along with the necessary electricity infrastructure.
Current capacity issues in the electricity grid—where wind energy is sometimes halted to protect infrastructure—highlight the urgent need for advancement in this area. Tamasin Fraser, chair of RenewableNI, praised the REPG initiative, noting it will stimulate job creation, draw in investments, and ultimately provide more stable electricity costs for consumers, especially in rural regions.
The initiative will be part of the Programme for Government (2024-27), aiming to bolster renewable energy generation by an additional 40%. The first auction for generation contracts under the REPG is set for early 2027, with expectations to secure between 750 to 1,250 gigawatt hours of power annually. To fund the scheme, a fixed levy will be introduced on electricity bills, creating a two-way payment system where excess payments from renewable generators during price surges will be redirected to consumers.
With the expectation that lifting renewable generation will lead to less dependence on volatile fossil fuel markets, it is projected that consumers could save around £110 million annually once the 80% target is achieved. The government is also exploring a ‘community benefit’ aspect for households near renewable projects to parallel successful models from the Republic of Ireland and Great Britain.
