Inspectors are expressing frustration over delays in obtaining visual impact information from Photovolt Development Partners (PVDP) regarding the Botley West solar farm, which aims to be one of the largest in the UK.
The hearing recently held in Oxford concluded with significant concerns about how the solar farm, which would span roughly 1,000 hectares (2,471 acres) in Oxfordshire, will affect nearby properties. During the three-day public hearing, inspectors, including lead inspector David Wallis, highlighted their disappointment in not receiving crucial data on how many residences would be near the development, with the proximity defined as being within 164 to 820 feet. This request for detailed assessments was made earlier in the process but remained unaddressed by PVDP.
PVDP acknowledged that they would submit a more comprehensive assessment regarding the project’s visual impact before a deadline in November. Yeates, a representative from PVDP, referenced national policy guidelines that recognize that significant energy infrastructure projects, like solar farms, inherently have adverse landscape impacts, but he emphasized the need to balance these concerns against the project’s benefits.
Additional aspects discussed included potential bird strikes, archaeological sites, flooding issues, and the solar farm’s effect on the heritage status of nearby Blenheim Palace. The final deadline for evidence submission from stakeholders is set for November 13, after which inspectors will craft a report for Energy Secretary Ed Miliband, who will make a final decision regarding the project by 2026.
In a prior example, the energy secretary had committed to the approval of a large solar farm despite earlier reservations expressed by inspectors, indicating a governmental trend towards prioritizing renewable energy projects to achieve net-zero goals.
